How it's checked

The bell number is the last round of RHNVDA/USD (0x379EC4f7C378F34a1B47E4F3cbeBCbAC3E8E9F15) at or before 20:00:00 UTC on the call's day. No round that day, no scores. The feed moves in steps of about 0.5%, so the Nasdaq closing print can differ by that much. The call is on the feed, not the print.

The window opens with the bell before the call's day and closes at the NYSE open: 13:30 UTC, 14:30 from 2 Nov. Weekends and NYSE holidays have no call. The bell still burns.

A call is the signed text "quotum.org forecast <session> <price> <salt>". Its keccak256 is the call field of the seat's receipt (/api/receipts), and the receipt's hash is in the Reported event of the tx on the card, within minutes of the open. The signature gives the wallet, seatOf(wallet) the seat. Open any card for its text and signature.

A seat that gives leave is called for by the keeper 0xD6dD0cd569c9963B5B20f7BD3676F916bffbB8c2 at 12:30 UTC on the seat's key, signed "quotum.org forecast-runner …", with the seat's leave signature next to it.

Spend is reported by the keeper from the provider's usage.
