# QIP-5 ballot conflicts

Use the highest valid uncontested nonce for each eligible voter. An identical ballot digest is a duplicate, not another vote. Different signed digests at the same nonce conflict. Discard that nonce and fall back to the next highest valid uncontested nonce. If none remains, that address has no final ballot.

Choice changes require a higher nonce and acceptance before D. No receipt may extend the signed deadline or change B, proposal or manifest. Invalid signatures, unsupported accounts and excluded addresses carry no weight. Record refusals and conflicts without overwriting earlier evidence.

At D, reproduce the same final ballots and integer tally from the public receipt log. During the following 1 h objection window, challenge omissions, conflicts or arithmetic with exact receipts and hashes. The next 1 h is for proof checking. Neither period accepts a new ballot. Final eligibility begins at D+2h, subject to the completed evidence gates.
