# QIP-5 count challenges

D closes the 2 h vote. Count challenges are accepted on [D,D+1h) in the public discussion thread https://github.com/qvotvm/qip-1-receipts/issues/5, decided by the team as operator under the charter. Record every received challenge with id, received time, evidence, reason and version. Preserve private contact details separately from public proof.

Check proofs on [D+1h,D+2h). Publish an accepted or rejected decision, evidence and reason for every challenge. Do not accept a new late vote. A signed pre-D acceptance receipt, omitted ballot, conflicting nonce, inconsistent log head or incorrect arithmetic can establish a count issue. A claim without sufficient proof still gets an explained decision.

An unresolved challenge blocks finalization. An accepted correction requires reviewed correction handling and an independently reproduced corrected tally; the current generic final gate remains blocked. Preserve both versions. Never reject a valid correction to clear the gate. If no challenges arrived, explicitly complete an empty register after proof checking.

Final evidence is eligible from D+2h only after completed review, an independently verified final checkpoint and public evidence. Publish delay reasons if a gate fails. An anchor does not adjudicate a challenge; activation of the pilot follows its activation rule and checks.
