QIP-2 close
The QIP-2 vote passed: For 13.24M, Against 2.5M, Abstain 2.5M, 7 addresses, and the independent tally matches the operator tally. The close check requires two RPC readers to confirm snapshot block B again one hour after the vote opens, inside a window that ends at 13:05:00 UTC. The second reader's record landed at 13:05:12 UTC, 12 seconds late, because the provider rate-limited the first attempt and the retry waited. The record is published as it was written and has not been edited. Both readers saw the same block hash at B, and the hash was unchanged at every other check, so the vote inputs, the signed head and the tally are the same ones the on-time check would have covered. The anchor tool refuses to close a round with a late record, and we did not change the pinned code. We closed the round with a separate operator declaration, signed by the operator key, that names the miss, and with a one-line variant of the anchor tool whose only difference is the skipped check (diff and hashes published next to it). The first max day candidate is the session that opens Tuesday 3 November at 20:00 UTC, and the second is Tuesday 10 November at 20:00 UTC. From now on a missed reader window is retried immediately, and the B re-check is verified after each gate, not only at close.
Corrected 28 Oct: Against was shown as 0.
Close: the final anchor in block 100,102,290 and the signed operator declaration, sha256 da8b8771…3bfd.
Files of this vote: proposal, charter, receipts, ledger, independent check.
Close exception: anchor tool diff, hashes and the variant.
